Introduction

“Indonesian-Center” previously named “Indonesian-Desk” opened in early 2016 at Keumseong LLC, Seoul, as an important step to provide its legal & business advisory services closer to Korean Clients who are interested in Indonesia Market. Despite its short history, the Indonesian Center has significant experiences advising a variety of companies and individuals both from Korea and Indonesia.

Our team at the Indonesian Center consist of Korean attorney who has special interests in Indonesian laws and regulations and an Indonesian attorney who learned laws in Korea, as well as a group of dedicated special counsels and partners in Indonesia.

TARIGAN, SAUDARANTA

  • Indonesia Center-Head/Attorney-at- law (Indonesia) Foreign Investment/Finance & Banking/Oil & Gas/Employment
Tarigan is admitted to Indonesia Bar (Peradi). He holds a Bachelor of Laws degree S.H. (Cum Laude) from the Christian University of Indonesia, Master of Business Law (M.H) from the University of Indonesia and a Juris Doctor degree (J.D.) from Handong International Law School, Republic of Korea. In addition, Tarigan holds a Bachelor of Economics (S.E.) and a Master of Arts (M.A.) in Industrial and Organizational Psychology from Gadjah Mada University.
Prior to joining Keumseong Law LLC. in Seoul, Tarigan worked as a senior associate at one of leading law firms in Jakarta. Tarigan mainly works on Indonesian Foreign Investment and General Corporate issues. He has been providing the best solution to his clients by analyzing and understanding various types of problem situations that companies go through in Indonesia. He has gained experiences in the last 20 (twenty) years of working and studying with Koreans, including more than 8 years living experience in Korea. He not only advises from legal view but also from business and cross-cultural perspective. He has been serving in various roles including as an in-house counsel, general manager, and Board of Commissioners in companies. He provides comprehensive and extensive legal advice on all aspects of company laws and investment laws. He speaks Indonesian, English and Conversational Korean.

SHIN, SEUNG HEE (Korean Attorney at Law)

Attorney Shin has an international background. She graduated from high school in the United States and came back to Korea to attend College, Yonsei University. After majoring in International Relations in Yonsei, She entered Sungkyunkwan University Law School and passed the Korean bar.

She had an internship at the economic department of the Korean Embassy in the United States during the Kor-US FTA. She also interned at the New York State Court, and Kim & Chang during law school. After the bar, she worked at an international startup company EPIK as an in-house counsel before joining Keumseong.

Attorney Shin has a high interest in international legal issues including litigation, arbitration and international trade. She speaks Korean and English.

PARK, SANG HOONImmigration expert
(Counsel on Immigration/Foreign Investment)

Mr. Park has been engaging with Indonesian matters for more than 30 years. He studied Indonesian language at the Language Department, University of Indonesia in 1990s, before he assigned at the Korean Embassy two terms as immigration attaché in Jakarta. Prior to joining Keumseong LLC, Mr. Park was as an official at Ministry of Justice of Republic of Korean. Mr. Park has been assigned in various posts among other, as chief of the General Affairs section of the Immigration Bureau of Incheon International Airport, as Immigration Special Investigation Director at the Ministry of Justice, as Head of Cheongju Immigration Office, Head of Daejeon Immigration office, Head of Gimpo Immigration office, and Head of Seoul Southern Immigration Office. He graduated from Suncheon Highschool, and hold a bachelor degree from International University of Economics, He speaks fluently Korean, Indonesian and English. He is currently in charge of Foreign and Immigration Center overseeing our Vietnamese Desk, Chinese Desk, Uzbek Desk, Pakistani Desk and Indonesian Desk at Keumseong LLC.

Tony BudidjajaAttorney-at-Law (Indonesia)
(Counsel on Commercial Dispute/Bankruptcy and Restructuring/International Arbitration)

Tony has more than 23 years standing as a legal counsel with extensive experience and expertise in Commercial Dispute Resolution (both in Indonesia and overseas); Bankruptcy and Corporate Restructuring; Environment and Natural Resources. Tony is also one of the few legal practitioners in Indonesia who is qualified as both capital market legal consultant and tax court attorney. Tony is an accredited Indonesian professional advocate, mediator, and arbiter.
Tony is a Fellow of the Chartered Institute of Arbitrators (FCIArb) and registered as a mediator and arbitrator in a number of institutions providing/mediating and arbitration services both in Indonesia and abroad, including: the Asian International Arbitration Centre (AIAC, previously known as KLRCA); Singapore Chamber for Maritime Arbitration (SCMA); Hong Kong International Arbitration Centre (HKIAC); the Indonesian Commodities Arbitration Institution (BAKTI); and the Conflict Resolution Unit (CRU) of the Indonesia Business Council for Sustainable Development (IBCSD). Tony is the first Indonesian advocate and is currently the only one registered and eligible to proceed at the Singapore International Commercial Court (SICC).
Tony graduated from the University of Tarumanagara, Indonesia, with a Bachelor of Law degree in Business Law (1996) and from the University of Leiden, Netherlands, with a Master of Law degree in International Business Law (2001). He speaks Indonesian and English.

NARADA Attorney-at-law (Indonesia)
(Counsel on Real Estate & Hotel and Construction)

Narada’s areas of practice are including Bankruptcy & Restructuring, Environmental & Natural Resources, Real Estate & Hotels, and Construction. Narada has extensive experience in representing multinational corporations and local companies in court-assisted debt restructuring processes, which popularly known as the suspension of payment (PKPU), and insolvency/bankruptcy litigation before the Indonesian Commercial Court, as well as the out-of-court debt and company restructuring. Narada has also represented clients in complex litigation proceedings and a vast array of projects and deals, with clients from various business sectors, among others, private equity, banking and finance, IT and telecommunication, mining, waste management, and renewable energy. Narada graduated cum laude from University of Padjadjaran, majoring in Business Law with a Bachelor of Laws degree. He speaks Indonesian, English, and basic conversational Chinese.

SABELA GAYO, Ph.D. Attorney-at-law (Indonesia)
(Counsel on Public Procurement/Public Private Partnership)

He has served as Procurement Advisor for Legal and Regulatory Mentoring Procurement Service Unit – Millennium Challenge Account Indonesia (MCAI) in 2013. Prior to joining MCAI, he worked for Aceh Peace Resource Center (APRC), an USAID funded project. He has also worked for United Nations Development Programme (UNDP) – Indonesia as Public Complaint Mechanism and Legal Aid Analyst in 2012 - 2013.
Mr. Sabela earned his PhD in Law at College of Law, Government and International Studies, Universiti Utara Malaysia (UUM), Malaysia. He currently serves as President of Indonesian Procurement Lawyers Association (APPI) and Indonesian Association of Procurement Contract Legal Experts (PERKAHPI). Certified Procurement Contract Legal Expert CPCLE.

C. RUDY PINEM Attorney-at-law (Indonesia)
(Counsel on the Corporate Social Responsibility (CSR) and Sustainability)

Social Justice and Development enthusiast with 15+ years of work experience with a various experience on program management, development, and review on the CSR and sustainability projects. His experiences cover many projects related to a large rehabilitation program involving earthquake resistant shelter, sustainable water and sanitation, health services, disaster risk reduction through school and communities; and livelihoods. He has worked as a Social Specialist on Palm oil Industry Sustainability, as Legal Consultant on Land Acquisition; and Lead Evaluator on CSR Annual Report of PT PERTAMINA EP.
He earned his Bachelor of Law degree from Faculty of Law – Gadjah Mada University, and attended various training and workshop programs regarding CSR and Sustainability in Indonesia and overseas among other from ILO, UNICEF, UNESCO, Christian Aid, HAP International, CSR Asia and SEEDS India.

JOHANNIS GINTING Certified Public Accountant
Audit and Tax Counsel/licensed to practice at the Indonesian Tax Court.

Ginting brings a more than 15 (ten) years of work experiences in tax and accounting matters, including as a senior Tax and Accounting Manager in one of Japanese Foreign Investment Companies in Jakarta, and for eight years as an auditor in one of the top-ten accounting firms in Jakarta. He has advised clients from various industries such as Plantation, Manufacture, Services and Contractor of Oil and Gas. He is licensed as tax consultant from Indonesian Tax Consultants Association, certified Auditor from Financial Audit Body of Republic Indonesia (BPK); a Certified Professional Auditor Indonesia (CPAI) from the Indonesian Institute of Certified Public Accountants and licensed to practice at the Indonesian Tax court. Ginting holds a Bachelor of Economics degree(S.E.) from AtmaJaya University in Jogjakarta–Indonesia.

PARLINDUNGAN PURBASpecial-Counsel on Renewable Energy/Infrastructure

Parlindungan Purba is as a former member of the DPD (Senator) RI representing the Province of North Sumatra for 3 terms since 2004 – 2019. As a Senator representing North Sumatra he has facilitated and promoted the economic development within the local government. Mr. Purba facilitates discussion between provincial/districts/cities in North Sumatra Province with the various ministries/institutions at the national government. As a Senator he focuses on the Economic and Environmental issues and renewable energy. Mr. Purba is known to be active in various organizations among other as follows: Chairman of the Executive Board of the Indonesian Employers Association (Apindo), North Sumatera Province, Chairman of the Indonesian Electrical Power Society for North Sumatera Chapter, etc.
He holds bachelor of Law degree (S.H), and Master of Management (M.M), both from University of North Sumatra. He is currently a Doctor Candidate, Regional Planning Doctoral Program, at University of North Sumatra.
